As empowered under the Code of Alabama Title 23-1-80, the Mobile County Commission is responsible for "general superintendence" of its roads and bridges. Also, the County Commission is mandated to maintain the roads and bridges "so as to render travel over the same as safe and convenient as practicable" and to this end, have legislative and executive powers. In order to meet these requirements, the County Commission relies on the Engineering and Public Works Department. This department is assigned the day-to-day duties that keep the roads and bridges safe as well as the maintenance of the equipment and vehicles used for such tasks.
